Add an external charge to a reservation

/car-rental/reservations/{reservation_id}/external-charges

External charges are third-party costs incurred during a rental, such as tolls or fines, tied to a vehicle that was assigned to the reservation. Adds one and recalculates the reservation totals.

Typical use is a toll or fine feed: find the reservation that had the vehicle at that time with GET /car-rental/reservations?vehicle_plate=...&on_date=..., then post the charge here with that vehicle.

vehicle_id must be a vehicle that was assigned to this reservation at some point; otherwise a business error is returned. charge_date is read in the API user's time zone (see Dates, time zones and money) and stored in UTC.

An unknown numeric reservation_id does not return 404. An unknown UUID returns 404.

The reservation summary and all its external charges, including the new one, or a business error. HTTP 200 is also used for failures: always check success. When it is false, the body is an ErrorBusinessRule (status_code 410) or an ErrorUnauthorized (status_code 401 or 403).
