List vehicles for toll matching

Returns a light list of vehicles with the fields needed to match toll charges to vehicles: plate and its US state, VIN, vehicle number, make, model, color, year, status, current location and, when the account keeps a toll tag list, the toll tag number. The list is not paginated.

By default, sold and on-sale vehicles and vehicles whose class or branch is inactive are left out. Toll charges often arrive after a vehicle has been sold, so pass show_inactive=1 to include them. When the account restricts users by branch or location, non-admin users only get the vehicles of their branches and locations.
