Create a sheet item

Creates a record in a form and returns it under the sheet_item key. Send the values as field_<id> keys (see SheetItemInput).

Side effects:

When the form sends notification emails to addresses entered in its fields, or internal notification emails, they are sent for the new item.

When the form is the one set for traffic fines in the car rental settings, saving an item creates or updates the matching fine charge on the reservation and recalculates the reservation total. When the item has no vehicle, fine number or date, the fine charge is deleted instead.
