List the blocked periods of a vehicle

Returns every blocked period of the vehicle, past and future. A blocked period makes the vehicle unavailable for rental between start_date and end_date, so its vehicle class has one unit less available in that window.

Dates are YYYY-MM-DD HH:mm:ss in the API user's time zone (see Dates, time zones and money).

An unknown vehicle_id does not return 404: it returns an empty blocked_periods list.
